ABSTRACT
Wait time is the time spent by patients to get health services since the patients come until the patients go home. Long patient waiting time reflects how Hospitals manage component services adapted to the situation and the expectations of the patient. Waiting time outpatient service process flow at the Bhayangkara Hospital is not yet standard in Bondowoso Kepmenkes No. 129 the year 2008 about minimum service standard that is 60 minutes. The methods used in this research is a method of lean hospital with the withdrawal of the root cause of the problem using a fishbone. Type of this research is qualitative research with engineering data collection using interviews, observation, documentation and brainstorming. The results of this research include waiting time Ministry in RS Bhayangkara Bondowoso is 87 minutes, comparative and Non-Value Added Value Added is 13 % : 87 %.The unit has the largest waste is TPP, Political and Medical Record. The cause of the condition are still therethe clerk with a SENIOR HIGH SCHOOL education background, officers of the TPP also become clerk of the distribution, the doctor does not come on time, the physician General and interim poly become doctor IGD, implementation of SOP has not been maximum with the delivery of the rights and obligations of patients, open storage shelves, shelves that too high, the filing of supporting services facilitiesstill seen again whether the submission looks unimportant or not by superiors so that still takes time for consideration.
